Massachusetts Student Health Insurance Requirements
All students enrolled in a Massachusetts college or university must have health insurance that meets certain minimum standards. These requirements are set forth in the Massachusetts Student Health Insurance Regulations, promulgated by the Division of Insurance.
There are two ways to meet the health insurance requirements:
1) Enroll in a health insurance plan that has been approved by the Division of Insurance as meeting the student health insurance requirements; or
2) demonstrate to the college or university that you have other health insurance coverage that meets the student health insurance requirements.
The first option is generally easier and more straightforward, as most colleges and universities have arrangements with one or more insurers for student health plans that meet the state’s minimum standards. Students simply need to enroll in one of these plans and provide proof of enrollment to their school.
The second option may be appealing to some students who already have their own health insurance coverage, either through a parent’s employer-sponsored plan or an individual policy purchased on their own. In order to use this option, students must obtain a “waiver form” from their college or university’s Health Services office and submit it along with proof of their existing health insurance coverage. The waiver form must be completed and signed by both the student and a representative of the insurer, certifying that the coverage meets all of the state’s required Minimum Standards for Student Health Insurance Coverage.
Minimum Standards for Student Health Coverage:
1) The policy must provide at least $500,000 per year in medical benefits;
2) The policy must cover medically-necessary hospitalization (including room, board, and ancillary charges), emergency care, physician services (including outpatient care), diagnostic tests, x-rays and laboratory services;
3) The policy must cover prescription drugs;
4) The policy must have no more than a $5,000 per year deductible for covered medical expenses;
5) The policy cannot impose any pre-existing condition exclusions;
6) The policy cannot exclude any benefits required by state law (such as mental health benefits);
7) The insurer cannot cancel your coverage because you get sick or injured; and 8) If you are under 19 years old, your parent’s/guardian’s signature is required on your application/enrollment form.
